In Canada immigration is a shared responsibility between the Government of Canada (the federal government) and provincial governments.

There are basically three main avenues to immigrate to Canada.

  1. Government of Canada immigration programs
  2. Government of Quebec immigration programs
  3. The other provinces’ provincial nominee programs

To obtain a permanent resident visa you must:

  1. Qualify under one of those programs and
  2. Successfully pass Government of Canada mandated security and medical examinations.

Steps to immigrate to Canada

In order to obtain a permanent resident visa under the federal skilled worker, investor, entrepreneur or self-employed categories you must:


  1. Fit the definition of one of the above categories
  2. Receive a minimum number of points under a selection process based on criteria applicable to that category
  3. Have sufficient financial means to support yourself and your family members once in Canada, while you are looking for employment or to start a business
  4. Successfully pass security and medical examinations.


Steps to immigrate to Québec

Under an agreement signed with the federal government, the Quebec government selects all candidates under the skilled worker, investor, entrepreneur or self-employed categories who wish to settle in the province of Quebec.

To immigrate to Canada and settle in Quebec you must:

  1. First be selected by the Quebec immigration services and
  2. Secondly apply for a permanent resident visa from Canada’s immigration services.

Briefly, to be accepted, a candidate must:

  1. Be selected by the immigration services of Quebec on the basis of several criteria such as labour market or business experience, education and training, knowledge of French and English, age and adaptability
  2. Have sufficient financial means to support themself and their family members during a period of at least the first 3 months after their arrival in Canada.
  3. Be issued a Quebec selection certificate (Certificat de sélection du Québec or CSQ)
  4. Apply for a permanent resident visa from Canada’s immigration services
  5. Successfully pass security and medical examinations showing that they will not represent a burden on Canada’s health and social services or pose a danger to security.
